Description: 

This document describes the incremental survey coverage tables created by the 
WISE operations team following completion of scan-frame processing. These
table files report on the scans completed from the overnight deliveries. The 
content and format is that which was determined and approved by Ned Wright. 
An email is sent out daily alerting Ned that new tables are available for
pickup on phoebe. See sample below.

  1 : scan		Scan ID
  2 : frame		Frame number in scan
  3 : bands		Bands used in processing (4 char)
  4 : ra		Right ascension of frame center (deg)
  5 : dec		Declination of frame center (deg)
  6 : pa		Position Angle of frame (deg EofN)
  7 : pstat		Pipeline status (null=not run, 0=OK, >0 pipeline failure)
  8 : qa_score		QA system score (0-10, 10=best)
  9 : datime		UTC date and time when boresight crosses image center
 10 : anneal_dt		Time since last anneal (sec)
 11 : pipe_dir		Directory of scan/frame output files
 12 : pipedatime	UTC data and time of completion of scan/frame processing
 

Notes on fields:
 
4, 5 & 6 - Positions are best available. From L1b images if available, otherwise
from L0 images. Positions in four bands will be identical until band-to-band 
offsets are derived and used in SFPrex.
7 - Usually, if pstat != 0 the positions will be from L0, but occasionally get 
good L1b images even if pipeline fails.
9 - Frame time is time the boresite crosses the image center, so it is the same 
for all bands.
10 - Expect time since to be 'null' until until anneal event is received in PEF.
